目标价格政策是优化我国农业支持保护的重要举措,我国于2014年开始对大豆进行目标价格政策试点。豆农如何认知并响应目标价格政策,是决定政策实施成效与完善政策试点工作的重要依据。本文利用扎根理论与相关资料,发现目标价格政策可以在一定程度上提升豆农的种植积极性,但也诱发了市场低迷等问题,下一步需要统筹解决目标价格设定、国内外市场价格传导等难题,并配套推进良种繁育、技术推广等组合政策,才可避免劣币驱逐良币,根本上提升国内大豆产业竞争力。
The target price policy is an important measure to optimize the agricultural support and protection in our country. In 2014, China started the target price policy experiment on soybean. How bean farmers recognize and respond to the target price policy is an important basis for determining the effectiveness of policy implementation and perfecting the policy pilot work. Based on the theory of grounded and relevant data, this paper finds that the target price policy can promote the soybean plantation enthusiasm to a certain extent, but also induces the market downturn and other issues. The next step is to solve the problems such as target price setting and domestic and international market price transmission , And supporting the promotion of breeding programs, technology promotion and other portfolio policies, we can avoid the devaluation of bad coins, fundamentally improve the competitiveness of the domestic soybean industry.
