2004年投资体制改革,水泥项目核准权限下放地方后,一些地方没有严格按照产业政策要求,统筹考虑本地区水泥工业发展的规划,投资项目也缺乏科学合理的论证,甚至出现了凡是新型干法水泥项目就核准的现象,还有一些省份将水泥项目核准权由省下放到市县级,造成项目建设失控,助长了盲目投资、重复建设。为了有效抑制水泥行业产能过快增长和高水平盲目重复建设,《若干意见》进一步加强钢铁、水泥等产能过剩行业项目核准和备案管理,不得下放审批权限,严禁化整为零、违规审批。对落后水泥产能还比较多的省份,支持大企业重组联合,通过等量置换落后产能建设
