民国元年以来,民食问题一直困扰着民国政府。一方面,粮食严重入超,另一方面,民生日惨,大规模饥荒时有发生。民食危机的产生有着多方面的原因:天灾频仍、生产技术落后、封建剥削、军阀统治、土匪劫掠、外国资本主义压迫……而天灾更甚于人祸。本文试以《大公报》为视角,探讨一下1912年至1929年的民食问题及其形成原因。
Since the first year of the Republic of China, the issue of people’s food has plagued the government of the Republic of China. On the one hand, food is seriously overcrowded. On the other hand, people’s livelihood is miserable and mass famine occurs from time to time. There are many reasons for the crisis of civil food crisis: frequent natural disasters, backward production technology, feudal exploitation, rule of warlords, bandit looting and oppression by foreign capitalism ... and more natural disasters than natural disasters. This article tries to take “Ta Kung Pao” as the angle of view to discuss the issue of the people’s food from 1912 to 1929 and its causes.
