为构建物质安全管理学学科体系,促进安全物质学的学科发展,基于物质学及安全管理学原理,提出物质安全管理学的定义,分析其内涵及理论基础。依据物质的属性以及与安全的作用方式,将物质区分为致灾物、避灾物和承灾物。对致灾物采用四模块管理法;对避灾物采用过程管理方法;对承灾物采用涵盖技术、日常检修维护、教育培训和环境4个方面的综合管理方法。最后结合粒子碰撞模型,证实物质安全管理方法论体系的可行性和协调性。结果表明,物质安全管理学方法论为物质的安全管理提供了理论依据,并将对物质管理措施的制定有指导作用。
In order to build the disciplinary system of material safety management and promote the development of the discipline of safety material science, this paper puts forward the definition of material safety management based on the principles of material science and safety management, and analyzes its connotation and theoretical basis. According to the nature of the material and the role of security, the material is divided into disaster-prone, disaster-mitigating and disaster-bearing. Use of four-module management method for disaster-prone materials; Process management methods for disaster-mitigating materials; Integrated management methods covering four aspects of disaster-bearing materials covering technology, daily maintenance, education and training, and the environment. Finally, the particle collision model is used to confirm the feasibility and coordination of the methodology of material safety management. The results show that the material safety management methodology provides a theoretical basis for the material safety management and will guide the formulation of material management measures.
