在推进收入分配制度改革的同时,建议在以扩大中等收入群体为重点的结构性改革上有新的布局,使得改革能够赢得更为广泛的社会共识和社会支持最近,国务院出台的《关于深化收入分配制度改革的若干意见》在提出到2020年城乡居民收入实现倍增的同时,强调中等收入群体持续扩大,“橄榄型”分配结构逐步形成。笔者认为,我国中等收入群体偏低的体制原因很复杂,如果没有相应的结构性改革配套,收入分配制度改革本
