党的十六大提出,21世纪前20年我国社会主义现代化建设的奋斗目标是全面建设小康社会。党的十六届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》,站在历史的新高度,从战略全局出发,制定描绘了我国在21世纪第二个五年经济社会发展的宏伟蓝图。“十一五”时期在全面建设小康社会的进程中,具有承上启下的历史地位。《建议》是落实十六大精神,动员全党和全国各族人民全面建设小康社会、加快推进社会主义现代化的纲领性文件。对我国未来的社会、经济、政治和文化的发展必将产生深远影响,在中华民族发展史上留下浓重的一笔。“十一五”规划是树立和落实科学发展观、构建社会主义和谐社会的第一个中长期规划。突出强调了以人为本、全面协调可持续的科学发展观,是我们党在全面总结和认真吸取我国现代化建设的历史经验、借鉴国外在发展中的有益做法的基础上,从新世纪新阶段党和国家事业发展全局出发提出的重大战略思想,是指导我国今后发展的世界观和方法论的集中体现。为了落实贯彻《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》,广东海洋大学经济管理学院2004和2005级硕士研究生进行了认真地讨论。同学们结合自己的专业,在充分讨论的基础上,以笔谈的形式将自己的学习体会整理出来,以期抛砖引玉,推动和深化对党的十六届五中全会精神的领会和对《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》的学习。——牛福增

It will certainly have a profound impact on the future development of our society, economy, politics and culture and leave a strong foundation in the history of the development of the Chinese nation. The “Eleventh Five-year Plan” is the first long-term plan for establishing and implementing the scientific concept of development and building a harmonious socialist society. The CPC Central Committee stressed that people-oriented and an overall, coordinated and sustainable scientific concept of development is the basis for our party’s efforts to comprehensively summarize and seriously learn from the historical experience of our country’s modernization and learn from the good practices of foreign countries in the course of development.
