本文分析了西部民族地区人力资源开发的现状,指出人力资本在经济增长中的积极作用。借助柯布—道格拉斯函数初步分析,得出人力资本积累通过推动技术进步使资本的收益率提高,从而使经济增长速度加快。提出促进西部民族地区人力资源开发和经济增长的对策:加大对人力资源开发的投资;加快人力资本存量的积累,促进经济增长;注重人力资源开发与经济增长的供需平衡。
This paper analyzes the current situation of human resource development in the western minority areas and points out the positive role of human capital in economic growth. With the initial analysis of the Cobb-Douglas function, it is concluded that the accumulation of human capital increases the rate of return of capital by promoting technological progress, thus accelerating the economic growth. The countermeasures to promote the development of human resources and economic growth in the western minority areas are put forward: to increase investment in human resources development; to speed up the accumulation of human capital stock and promote economic growth; and to pay attention to the balance between supply and demand of human resource development and economic growth.
