自党的十八届四中全会提出“推进覆盖城乡居民的公共法律服务体系建设,加强民生领域法律服务”以来,公共法律服务体系建设的实践探索迅速展开。围绕公共法律服务体系的实体架构、产品构成、供需机制、队伍培养等的理论探索和实务研究已较为充分,但目前对公共法律服务体系的建立并运行成效还缺乏标准化量化评价手段的研究,本文从义乌市公共法律服务指数的概念、功能和构成入手,解释通过建立一整套的测评指标,对2016年度义乌各镇街公共法律平台建设进程情况、完成各项目标任务情况、以及群众满意度三个方面进行综合评价,以期为公共法律服务体系评价机制的建立和实践操作提供一定的参考。
Since the Fourth Plenary Session of the 18th CPC Central Committee proposed “to promote the construction of a public legal service system covering both urban and rural residents and to strengthen legal services in the field of people’s livelihood”, the practical exploration of the construction of public legal service system has started rapidly. The theoretical exploration and practical research on the physical structure, product composition, supply and demand mechanism, and team building around the public legal service system have been relatively adequate. However, at present, the research on the establishment and operation of public legal service system lacks standardized quantitative assessment methods. From the concept, function and composition of Yiwu Public Legal Services Index, this paper explains that by establishing a set of evaluation indicators, the progress of the construction of public legal platform in each town in Yiwu in 2016, the accomplishment of all the objectives and tasks as well as the satisfaction of the masses Comprehensive evaluation of the aspects, in order to provide some reference for the establishment and practice of evaluation mechanism of public legal service system.
