文章认为,与社会主义市场经济相适应的国有企业市场主导型激励约束机制,是以效率为目标,以产权为基础,以民商事契约为纽带,运用市场机制所形成的高效激励约束机制。其制度支持是国有企业的多元、开放式产权结构和企业产权运营“民营化”。其内在结构和运作的原动力是企业中投资者、管理者、职工三大产权主体在产权投入基础上对企业产权的分割和享有,以及由此而形成的相互分权和相互制衡格局
The article argues that the market-oriented incentive and restraint mechanism of state-owned enterprises that is compatible with the socialist market economy is an efficient incentive and restraint mechanism based on efficiency, based on property rights and based on civil and commercial contracts as the link and using market mechanisms. Its institutional support is the pluralistic and open ownership structure of state-owned enterprises and the privatization of property rights of enterprises. The driving force behind its internal structure and operation is the division and enjoyment of the property rights of enterprises by the three major property owners of investors, managers and employees in the enterprise, as well as the forms of mutual separation of powers and checks and balances
