城市社区卫生服务站管理模式中存在的“医院办、大锅饭、统一账、不核算”的弊端 ,是目前各地不容回避的现象。如何寻求一种既适应社会主义市场经济体制 ,又有保持社区卫生服务公益福利性质的管理模式 ,是一个需要认真研究和解决的课题。本文从实践上和理论上对这一课题作了富有成效的探索与总结。全文共分机制转换使社区卫生服务站勃发生机 ;社区卫生服务有条件导入市场的基本含义和社区卫生服务有条件导入市场的理论表达三个部分。
The drawbacks of “hospital office, big pot meal, unified account, and non-accounting” existing in the management mode of urban community health service stations are phenomena that cannot be avoided at present. How to seek a management model that not only adapts to the socialist market economic system but also maintains the nature of public welfare for community health services is a subject that needs careful study and resolution. This article has made a fruitful exploration and summary of this subject from practice and theory. The transformation of the full-text sharing mechanism enables community health service stations to take place; the basic meaning of community health services is conditionally introduced into the market and the theoretical expression of community health services is conditionally introduced into the market.
