This article describes a small buoy for marine meteorological measurements. It can measure buoy’s two inclinations, three displacement accelerations, two wave slopes and wave height in deep ocean. To do fast Fourier transforms of these variables and do spectral analysis, the buoy is a sea-follower at that frequency of the spectrum (0.05-0.15 Hz) peak. Meteorological buoys follow the characteristics of waves is very important, it can make the buoy on the instrument from immersion. When the frequency of the waves is high, the buoy blocks the movement of the sea surface. The effective buoy angle is less than 5 °, about 0.6 times the effective value of the wave ramp. In fact, all buoy movements are centered between 0.1 Hz and 0.3 Hz, allowing very high frequency (1-10 Hz) turbulence measurements and moderate to large scales below 3 × 10 -3 Hz In the measurement, the influence of the buoy movement can be neglected.
