行政垄断是行政主体滥用行政权力，非法干预企业经营管理的违法行为。行政垄断具有妨碍建立统一开放的社会主义市场和现代企业制度的危害。克服行政垄断必须依法规范行政权力，建立严格的行政审查制度以及强化法律责任并建立统一的执法机构。
