从宪法意义上讲,“少数民族骨干计划”是保障少数民族受教育权的重要方式,也是双语教育考生的升学途径之一。“少数民族骨干计划”方案应当注重少数民族考生的授课模式,而不是过于注重少数民族本身;在该计划的实施中,应当区分汉语授课背景的考生和双语教育授课背景的考生的考试和录取方式。
In the sense of the Constitution, “the backbone plan for ethnic minorities” is an important way to guarantee the right to education of ethnic minorities, and is also one of the ways for further education of candidates for bilingual education. Instead of paying too much attention to the ethnic minorities themselves, the “Minority Backbone Plan” program should focus on the mode of teaching minority students. In the implementation of the plan, candidates who have a Chinese background and bilingual education backgrounds should be distinguished from each other and Admission method.
