中考改革作为新一轮基础教育课程改革的重要组成部分,对新课程改革具有根本性的影响。从1998年开始,教育部启动了初中毕业、升学考试改革试点。2004年,17个有首批初中毕业生的国家基础教育课程改革实验区开展了中考改革工作。2005年,全国有500多个基础教育课程改革实验区按照新的课程标准进行中考改革。在这期间,中共中央、国务院、教育部先后出台了《中共中央国务院关于深化教育改革全面推进素质教育的决定》《国务院关于基础教育改革与发展的决定》《中共中央国务院关于进一步加强和改进未成年人思想道德建设的若干意见》《教育部关于积极推进中小学评价与考试制度改革的通知》《教育部关于基础教育课程改革实验区初中毕业考试与普通高中招生制度改革的指导意见》等一系列重要的相关文件,以推动和保障这次改革全面深入的实施。那么各地实施新中考有何新举措?成效如何?还面临什么样的困境?本文现根据有关报道介绍的各地做法,予以剖析说明。
As an important part of the new round of basic education curriculum reform, the reform of the entrance examination has a fundamental impact on the reform of the new curriculum. Since 1998, the Ministry of Education has launched a pilot program for graduating and graduating entrance examinations for junior high schools. In 2004, 17 national elementary education curriculum reform experimental zones with the first batch of junior high school graduates carried out the reform of the examination. In 2005, there were more than 500 experimental reforms in basic education courses in the country. During this period, the CPC Central Committee, the State Council, and the Ministry of Education successively promulgated the “Decision of the Central Committee and the State Council on Deepening Education Reform and Promoting Quality Education in an All-round Way” and “Decision of the State Council on Reform and Development of Basic Education”. The CPC Central Committee and the State Council have further strengthened and improved Several Opinions on Adults’ Ideological and Moral Construction, “Notice of the Ministry of Education on Promoting the Reform of the Evaluation and Examination System in Primary and Secondary Schools”, and “Guidance on the Reform of the Junior High School Graduation Examination and the Ordinary High School Admission System in the Basic Education Curriculum Reform Experimental Zone” A series of important relevant documents to promote and ensure the comprehensive and in-depth implementation of this reform. Then what are the new measures for the implementation of the new middle school examination in various places? How effective? What kind of predicament is still facing? This article is based on the local practices introduced in the relevant reports and will be analyzed and explained.
