主张分阶段禁止核试验的日本政府,将向1986年日内瓦裁军会议提出同美国和瑞典等8个国家交换地震观测资料、建立世界性核试验监测网的设想。日本外相安倍在1984年裁军会议上曾提出过①禁止可以监测到的核试验、②开发监测技术、③分阶段减小应禁止的核试验规模的“逐步前进”方式,上述设想则是给安倍的建议充实了具体内容,计划1986年夏季以前同8个国家就实际问题进行协商,秋季开始工作。
