第一条:陕西省人民政府(以下简称政府》主席、副主席、委员之选举,根据中央人民政府颁布之省人民政府组织通则第二条之规定办理之。銘二条:政府主席、副主席、委员之选举,用无记名联记投票方式选举之。第三条:政府主席、副主席、委员之选举须得选举人过半数之票数始得当选,如当选人数不足定额时,其缺额应另行补选,当选人以得票多寡依次计算之,如最后一名当选人有二人以上得票相同,由选举人举手表决之。
