针对目前我国海绵城市建设中雨污和径流控制的困境,以美国芝加哥市雨污蓄滞深隧工程(TARP)为例,阐述了TARP修建的历史背景及工程主要环节,包括可行性方案评估比选、工程建设及投资、工程效益分析、运行管理及维护。结合TARP的修建,回顾了美国城市雨污及径流控制政策的演变——从最初的“深隧万能”逐步转向多方略、多措施,传统的灰色工程与新型绿色工程相结合的近自然趋势。在此基础上,提出我国海绵城市试点建设中亟待开展的工作,包括制定长期规划,探索灰色与绿色雨洪基础设施相结合的途径,考虑雨洪管理系统的整体性以及注重非工程措施。本研究可为海绵城市建设中合理考虑雨污与径流控制方略提供研究思路与参考。
In view of the dilemma of rain and runoff control in the construction of sponge city in our country, taking TARP in Chicago as an example, the historical background of TARP construction and the main engineering aspects are expounded, including the feasibility evaluation Election, construction and investment, engineering benefit analysis, operation management and maintenance. Combined with the construction of TARP, the evolution of urban stormwater pollution and runoff control policies in the United States is reviewed - from the initial “Deep Tunnel Universal” to the multi-strategy and multi-measures, the combination of the traditional gray project and the new green project trend. On this basis, the work to be urgently carried out in the pilot project of sponge city in China is put forward, including making long-term plans, exploring the combination of gray and green stormwater infrastructures, considering the integrity of rainstorm management system and paying attention to non-engineering measures. This study can provide a research idea and reference for rational consideration of rain pollution and runoff control strategy in sponge city construction.
