建立一支高素质的党外干部队伍,既是多党合作的政治需要,也是我国改革开放和社会主义现代化建设的实践要求,要适应形势和任务发展需要,不断增强党外干部的政治意识、责任意识、创新意识、大局意识,促使其政治把握能力、参政议政能力、组织领导能力和合作共事能力不断提高。提高党外干部素质的基本途径是学习培训和实践锻炼。
