一、过去三年的国防动员建设 (一)组织领导坚强有力。一是党委总揽抓大事。始终把国防动员建设列入党委工作计划,摆上重要议事日程,解决大事要事难事。二是政府主抓解难题。把国防动员建设纳入职责范围,对大项任务专项部署、专项保障,督导各级各部门、各行业各系统落实军事需求。三是领导重视抓落实。认真落实双向兼职、述职、定期办公、联席会议和军事日等制度,带动了各级领导有效履行国防动员建设职责。 (二)动员准备扎实有效。一是国防观念明显增强。把国防教育纳入学校教学计划,纳入精神文明建设和全民思想道德教育
