工农业大跃进给公路运输带来了光荣而艰巨的任务。为了适应运输发展的新形势,全国各地到处都掀起了轰轰烈烈的群众筑路高潮。群众筑路因为分布广、任务紧、时间急、技术力量薄弱,很少经过正式测量,多半是县乡党委书记或其他领导干部,亲自挂帅,选定路线,随说随修。修成的公路多数是好的。但是因为党委书记和其他领导干部,究竟对公路选线知识了解不多,有些路线尤其是山区路线,选定得欠妥。这里发生一个疑问,是不是公路选线非技术人员不可?党委书记和其他领导干部可不可以担任这项工作?我们认为,党委书记和其他领导干部,他们掌握了党的经济发展政策,又熟悉当地的地理情况,只要学习一点公路选线知识,完全可以胜任这项工作。这里介绍的一些公路选线基本知识,也就是专为县乡党委书记和其他领导干部自修公路选线这门科学时的一些参考意见。
