随着国家科教兴国和人才战略的实施,国家产业结构的逐步调整,科技创新的加快和国民经济的快速发展,给在海外的广大留学人员创造了一个回国工作和为国服务的大环境。从中央、部委到地方政府纷纷出台了一些优惠性的政策、措施,鼓励和吸引留学人员回国工作、为国服务或回国创业。国家陆续制定系列政策性文件,各部委以及事业单位实施了人才项目。如中科院的百人计划、教育部长江学者计划、人事部千百万人才工程、国家基金委海外学者基金等等,从政策、措施以及经费上给予了很大支持。此外,公安部也制定了有关方便海外留学人员回国和为国服务的居留以及出入境政策,地方各级政府组织开办留学人员回国创业园,组织交流会等等。这些措施的出台与实施吸引了大批在国外的优秀留学人员回国工作或短期回国从事学术交流、合作研究以及创办企业,
