欧盟是一个集政治实体和经济实体于一身、在世界上具有重要影响的区域一体化组织。自成立以来,欧盟已完成了六次扩充,成为一个拥有27个成员国的大型联盟。但是,国际上对于欧盟的扩大充满了担忧,如此庞大的欧盟可能面临着难以运行和管理。本文从土耳其申请入盟问题谈起,层层深入,对欧盟的扩大政策,以及欧盟是否应进一步扩大的问题加以分析。最后得出结论:欧盟的当务之急是寻求制度改革上的共识,而不是进一步扩大。 The EU is a regional integration organization that combines political and economic entities and has a significant impact in the world. Since its establishment, the EU has completed six enlargements and has become a large alliance with 27 member states. However, the international community is full of worries about the expansion of the EU. Such a huge EU may face difficulties in operation and management. This article talks about the issue of Turkey’s accession to the EU, further elaboration, and analyzes the EU’s expansion policy and whether the EU should further expand. Finally, the conclusion is drawn that the top priority of the EU is to seek consensus on system reform instead of further expansion.
