社会主义市场经济的建立,给企业带来新的机遇和挑战。当今的企业家有这样的共识:谁掌握了人才,谁就拥有未来。一个企业,建立起一支过硬的干部人才队伍的确十分重要。随着改革开放的深入发展,人才的选拔和运用不断打破陈旧的模式,时代在注入干部人事工作以新的内容,而历来为党的干部人事工作服务的干部档案工作时下却效用不佳。据笔者对我省几个国营大中型企业的调查发展,近几年,在选才用人的依据作用方面,干部档案的利用率连年下降,以至出现了“选才用人”与“档案利用”的严重脱节现象。
