从1946年人民治黄以来,党和政府十分关注黄河的治理与开发,黄委会及各级单位通过多种途径,在东平湖流域上修建了大量的引水工程及设施,这些水利工程的兴建,在防洪、水土保持、农业灌溉、城乡供水等方面发挥了巨大的社会效益和经济效益,但由于近几年来黄河水费征收难度大等多种原因,致使水利工程设施老化失修,工程效益逐步衰减。
