本文从政府"内部性"的涵义及表征对政府"内部性"进行了分析.在明确了政府"内部性"涵义的基础上,从人性、政府权力及制度三个角度阐释了政府"内部性"产生的原因,从而为认识并找出减弱政府"内部性"负面影响的方法提供了有益前提.
