基于居民收入与教育支出间的矛盾、高等学校的教育成本增长速度与政府扶持力度间的矛盾、高等学校招生规模的扩大与收费标准增长速度间的矛盾、高等学校缺乏有效的资助体系方面、社会对高等学校收费的认识不足方面、部分高等学校的学生交费意识相对薄弱方面、商业银行对高等学校的学生助学贷款规模偏低方面、高等学校的收费方面等八大问题,本文深刻地分析了高等学校学生欠费的根本原因,并提出了防范高等学校欠费的制度性举措,其中包括完善贫困大学生资助体系、完善助学贷款制度和完善收费管理制度。
