大规模自然灾害发生后经常会出现多个受灾点,及时有效的调度本地区应急物资和外来救援物资是应急救援工作的关键之一。而应急物资调度受到多种随机因素影响,对于灾害复杂的动态环境,建立模型求解困难。针对多目标的应急物资调度问题,首先,从优化目标、物资调度的影响因素分析了应急救援中物资调度问题的特征,以最小化应急救援时间和提高物资需求满意率为目标建立模型,然后运用改进最大流算法实现应急物资的调度。最后,通过算例验证了算法的可行性和有效性,证明其具有良好的理论和实用价值。“,”After large natural disasters, there would be multiple affected areas, causing severe shortage of emergency materials. It is essential to timely dispatch the local materials and transport relief supplies from outside the disaster areas. The authors analyze the influencing factors and optimize the goals so as to understand the features of the material dispatching problem, thus establishing a multi-objective emergency material dispatch model based on the maximum flow theory. Practice with an example showed the feasibility and effectiveness of this algorithm.
