“三 S”活动即“整理、整顿、清扫”活动,这是日本造船专家在该厂推行的安全管理措施之一。从1985年9月起相继在马尾造船厂、省渔轮修造厂和上游造船厂开展这一活动,已经取得了较好的成效。从宏观角度看,发生各种安全事故,或者说影响企业实现“安全”的因素,一是人的因素,即人的不安全行为;二是物的因素,即物的不安全状态。通过定期的“三 S”活动,不但可以经常提醒人们注意安全,使人们自觉产生“安全动机”和端正“安全态
