第1章总纲第一条本办法根据“中央人民政府政务院关于举办工农速成中学和工农干部文化补习学校的指示”制定之。第二条工农干部文化补习学校的任务是:招收具有初步阅读能力的工农干部,施以相当于完全小学程度的教育,毕业之后由其原来机关分配工作:或升入工农速成中学或其他干部学校继续学习。第三条凡年在十八岁以上的工农干部,参加革命工作三年以上並具有相当文化程度、身体健康、志愿学习者,不分性别,经考试及格,均得入学。第四条工农干部文化补习学校的教育方法,须贯澈理论与实际一致的原则,在教学内容和教学方法上,力求切合国家建设的需要与工农干部的特点和要求。

Article 4 The education methods of the cultural remediation schools for workers and peasants and cadres shall follow the principle of consistency between theory and practice and strive to meet the needs of the nation’s construction and the characteristics and requirements of the cadres of the workers and peasants in terms of teaching contents and teaching methods.
