根据国务院批复的《农村中小学现代远程教育工程实施方案》所确定的原则,2006年,教育部、国家发展和改革委员会、财政部继续推进农村中小学现代远程教育工程建设。请各地结合本地实际,制定2006年度农村中小学现代远程教育工程实施方案,并认真组织好工程的实施。现就工程实施的有关事项通知如下:一、工程的实施由中央宏观指导,地方负责。省级政府负责制定本地区的具体实施方案和组织工程建设。地方政府负责建立保障农村中小学现代远程教育设施正常运行的长效机制,落实工程管理、设备维护和更新等运行经费,严禁向农民摊派。二、选择好工程实施地区。结合本地实际,统筹
According to the principles defined in the Implementation Plan for Modern Distance Education Projects in Rural Primary and Secondary Schools approved by the State Council, in 2006, the Ministry of Education, the National Development and Reform Commission, and the Ministry of Finance continued to promote the construction of modern distance education projects in rural primary and secondary schools. In accordance with local conditions, all localities shall formulate plans for the implementation of the 2006 rural distance primary and middle schools’ modern distance education projects and carefully organize the implementation of the projects. The provincial government is responsible for formulating specific implementation plans and organizing project construction in the region. The local government is responsible for establishing a long-term mechanism for guaranteeing the normal operation of modern distance education facilities in rural primary and secondary schools, and implementing operational funds for project management, equipment maintenance and renewal, etc., and is forbidden from apportioning funds with farmers.
