在现行铁路投资体制和建设管理体制下,铁路建设管理一般采取两种模式:一是经营性项目,一般采用项目法人建设管理模式;二是非经营性项目,一般采用“代建制”管理模式。铁路建设项目实施代建管理的关键是要提升前期工作质量和深度,建立代建单位资质管理体系,制定合理的考评指标,通过资格管理与资信管理建立市场准入机制,加强代建合同管理,完善招投标制度、工程担保、保险制度和监管制度。
