“十一五”规划明确提出:“要把节约资源作为基本国策,发展循环经济,保护生态环境,加快建设资源节约型、环境友好型社会,促进经济发展与人口、资源、环境相协调”。建设节约型社会已成为我国的一项战略目标,是关系到我国经济社会发展和中华民族兴衰的重大决策,必须从战略和全局的高度,增强忧患意识和历史责任感,充分认识建设节约型社会的重要性和紧迫性。
The Eleventh Five-Year Plan clearly states: “We should make resource conservation the basic national policy, develop a recycling economy, protect the ecological environment, speed up the building of a resource-saving and environment-friendly society and promote economic development and population, resources and the environment coordination”. Building a conservation-oriented society has become a strategic goal of our country and a major decision-making concerning the economic and social development of our country and the rise and fall of the Chinese nation. We must, from a strategic and overall perspective, enhance our sense of urgency and historical responsibility and fully understand the importance of building a conservation-oriented society Importance and urgency.
