我公司是国家一级企业,从去年年底改制为股份制企业,在面向市场转换经营机制的改革中,能源管理工作面临新的机遇和挑战。一方面企业生产经营活动受能源、原材料紧缺的瓶颈制约越来越严重,能源成本占生产成本的比例越来越高,另一方面企业原来的升级换式的能源管理机制一时很难适应市场经济的要求。企业能源利用率较低,节能潜力仍不小。面对挑战,公司从改革机构入手来启动股份制企业的能源管理机制,我们改革的思路是:
