2006年7月27日,由国家发展和改革委员会委托、中国电力企业联合会主办的“火电厂烟气脱硫产业化发展情况发布会”在北京召开,这是首次由政府部门和行业协会联合对火电厂烟气脱硫发展情况进行发布。电力行业是二氧化硫排放的主要行业,燃煤电厂二氧化硫排放量超过全国总量的50%。“十一五规划”《纲要》明确提出了二氧化硫排放总量减少10%的刚性指标,电力行业二氧化硫减排任务从未如此重大而艰巨。对电力工业而言,既要完成“十一五”规划《纲要》提出的二氧化硫排放总量减少10%的任务,又要为电力工业快速、稳定、有序发展做贡献,可谓任重道远。
