贵阳市人民政府办公厅文件筑府办通[2011]2号各有关区人民政府,金阳新区管委会,市政府有关工作部门:2011年1月1日晚起,我市出现凝冻天气,全市多个路段出现路面结冰情况,高速公路全部封闭,给广大人民群众出行和交通安全带来极大的影响。据气象部门预测,凝冻天气还将持续。按照省委、省政府的要求和工作部署,我市负责环城高速公路的交通保畅工作。为确保凝冻天气国道大动脉的安全畅通,确保人员车辆出行安全顺畅,根据1月3日市委常委会的精神,按照“一抗三保”的要求,经市人民政府研究,就做好凝冻天气下的环城高速公路交通安全和保畅工作通知如下:
