文章论述了构建符合社会主义市场经济要求的企业体制是社会主义市场经济体制的核心,没有合格的市场竞争主体,以市场机制为主实现资源的有效配置是不可能的。指出,转换国有企业经营机制,是建立社会主义市场经济体制的中心环节。从三个方面重点论述了以质量为核心构建企业经营机制问题:(1)构建以质量为核心的企业经营机制是市场经济规律的客观要求。质量的竞争优势是当代市场经济规律的最新体现;(2)以质量为核心构建企业经营机制是质量战略的必然体现。认为我国应以质量第一为基本国策,坚定走质量兴国之路;(3)以质量为核心构建企业经营机制是经营机制内涵和全面质量管理内容特点的相似性决定的。
The article discusses that building an enterprise system that meets the requirements of the socialist market economy is the core of the socialist market economic system. Without qualified market players, it is impossible to effectively allocate resources based on market mechanisms. It is pointed out that converting the operating mechanism of state-owned enterprises is a central link in establishing a socialist market economic system. From three aspects, the paper focuses on the construction of enterprise management mechanism with quality as its core: (1) The establishment of a quality-oriented enterprise management mechanism is an objective requirement of market economic laws. The competitive advantage of quality is the latest manifestation of the laws of the contemporary market economy; (2) The construction of the enterprise management mechanism with quality as the core is the inevitable embodiment of the quality strategy. It is believed that China should take quality first as the basic national policy, and firmly take the road of quality and prosperity; (3) The establishment of enterprise management mechanism with quality as the core is determined by the similarity of the content of the operation mechanism and the characteristics of total quality management.
