乡镇企业作为农村经济发展的生力军已有近30年的发展史,却没有相应地承担起企业员工的社会保障工作,甚至在西部的一些高危乡镇企业中职工福利制度的缺失尤为突出。以四川省乐山市石麟镇的煤矿型乡镇企业为调查对象,发现其职工福利由于法律法规不健全、对安全问题的高度聚焦、经营者社会责任的缺失和职工不善于主动维权等原因造成了职工福利制度的严重缺失,并从内容主体、实施主体、监管主体和激励机制四个角度出发提出了相应的构建策略。
As a new force in rural economic development, township and village enterprises have nearly 30 years of development history, but they have not undertaken social security work accordingly. Even in some high-risk township and town enterprises in western China, the absence of employee benefits system is even more prominent. Taking the coal mine township enterprises in Shilin town, Leshan, Sichuan as the investigation object, we found that the welfare of the staff and workers is caused by the imperfect laws and regulations, the high degree of focus on safety issues, the lack of social responsibility of managers and the improper employees’ The serious lack of employee welfare system, and put forward the corresponding construction strategies from the four aspects of content subject, implementation subject, supervision subject and incentive mechanism.
