对《“十二五”国家政务信息化工程建设规划》出台的背景、体现的新思路和新亮点以及贯彻落实的关键点进行了系统阐述。该规划是基于我国政务信息化和国家信息化基础设施建设领域已有成绩和存在问题所进行的一次顶层设计,是大力推进国家政务信息化工程建设的基本要求和重要举措;规划遵循重在发挥系统效能和服务于提升治国理政能力和公共服务水平的指导思想,围绕着当前我国经济社会发展中需要通过信息化助力解决或促进健康发展的热点、难点问题设计重点建设任务;要贯彻落实好该规划,应遵循科学发展观,加强顶层设计,坚持统筹协调、协同共享、创新发展、安全保障等。
