薄熙来上任重庆市委书记的第一次公开讲话便高屋建瓴地指出:“重庆要实现科学发展,跨越式发展,根本出路在扩大开放,最大动力也在扩大开放。”薄书记用短短一句话为重庆统筹城乡发展综合配套改革试验区指出了几乎惟一可行的路线图——以开放促发展顾统筹。不过,人不能踏进同一条河,历史也无法简单复制。重庆扩大开放与改革开放前30年中国沿海扩大开放之路显然不尽相同。回顾沿海省市走过的开放之路,可归纳为加工贸易带动式开放型经济。
