日本各地方政权机关之间的卫星通讯系统,能保障在日本列岛上经常发生的地震和其他自然灾难时各县之间有可靠的联系,并能保障日常的信息交换。地方自治省大臣渡边耕三本星期三(1990年1月10日)宣布,今年开始建立这种系统。建立和使用该系统的协调中心将设在山口县。该系统的第一期工程预计于明年完成,实现造价为500亿日元的全部计划需要10年。建立局部的卫星通讯系统,这只是在日本的边远地区发展基础设施和工业、改善生活条件的对策之一。这项根据前任总理大臣竹下登的倡议而提出的规划,获得了“小的祖国发展计划”
Satellite communications systems between local government authorities in Japan guarantee reliable links between counties when earthquakes and other natural disasters are frequent in the Japanese archipelago and ensure day-to-day exchange of information. Minister of Lands and Autonomous Province Watanabe worked on Wednesday Wednesday (January 10, 1990) to announce the establishment of this system this year. The focal point for establishing and using the system will be located in Yamaguchi Prefecture. The first phase of the system is expected to be completed by next year, and it will take 10 years to achieve a total cost of 50 billion yen. The establishment of a local satellite communication system is only one of the measures to develop infrastructure and industry in remote areas of Japan and to improve living conditions. The plan, proposed on the initiative of Takeshita Takeshita, the former Prime Minister, won the “Little Motherland Development Plan”
