临河商业大厦率先形成国有民营新格局临河商业大厦为内蒙古西部地区规模最大、商品最全、效益最好的大型商业企业,巴盟人心目中的“王府井”。而在1992年临河商业大厦脱离百货公司成为独立核算企业时,由于市场经济的强大刺激作用,以及发展迅猛的集体和个体商业的强力冲击,临河商业大厦也处于经营不景气的边缘。面对这样的形势,全国劳动模范王贵嵘毅然辞去百货公司总经理职务,自愿到临河大厦任总经理。上任后,他经过多方的调查和实践,大胆地把个体经营机制引入国有商业内,在大厦内部实行“一店两制”,对各柜组实行经营权承包,试行所有权和经营权分离的新模式。到1993年,临河商业大厦率先形成了国有民营的格局,带头转换了经营机制。
