失业保险制度功能有保障失业者基本生活、预防失业、促进再就业。目前大多数国家的失业保险功能在保障失业者基本生活方面发挥了显著作用,但预防失业,促进再就业的功能还比较弱。而一些社会保障制度较为发达的国家的失业保险制度的预防失业,促进再就业功能发挥良好,很多经验和措施值得借鉴。本文对国际上相关的优秀经验和措施进行总结。
Unemployment insurance system has the basic functions of ensuring the unemployed, preventing unemployment and promoting reemployment. At present, the unemployment insurance function in most countries has played a significant role in ensuring the basic livelihood of the unemployed. However, the functions of preventing unemployment and promoting reemployment are still relatively weak. In some countries where the social security system is more developed, the unemployment insurance system is good for preventing unemployment and promoting reemployment. Many experiences and measures are worth learning from. This article summarizes the relevant international best practices and measures.
