随着我国改革开放政策的不断深入,三资(中外合资、合作经营、独资)企业在国内迅猛发展起来。这给地方经济尤其是外向型经济的发展注入了生机,同时,也给档案行政管理部门提出了如何管理好三资企业档案的问题。今年4月,蒋祝平省长颁布了关于《湖北省中外合资、合作经营企业档案管理暂行办法》(以下简称《暂行办法》)的省人民政府令,从宏观上对三资企业的档案管理作了规范,为三资企业的档案管理提供了法规依据。但如何结合三资企业档案管理的实际,制定出操作性强的管理细则,还需要进一步研究。带着这个问题,笔者对仙桃市已经投产营运的三资企业进行了调查研究,发现三资企业各个层次的档案管理人员在进行档案管理的工作中,存在着与《暂行办法》不相适应的心理障碍,如不消除障碍,将会影响《暂行办法》的贯彻落实,三资企业的档案管理工作就不能很好地开展起来。
With the continuous deepening of China’s reform and opening up policy, the three types of foreign-invested (Sino-foreign joint ventures, cooperative ventures and sole proprietorships) enterprises have developed rapidly in the country. This has injected new vitality into the development of the local economy, especially the export-oriented economy. At the same time, it also raised the issue of how to manage archives of three-funded enterprises to the archives administrative departments. In April this year, Governor Jiang Zhuping promulgated the Provincial People’s Government Decree on the Interim Measures for the Administration of Filing of Joint Ventures and Cooperative Enterprises in Hubei Province (hereinafter referred to as the “Interim Measures”). From the macro perspective, the file management of foreign-funded enterprises Norms, provide a legal basis for the file management of foreign-funded enterprises. However, how to combine the actual situation of the file management of the three-funded enterprises to formulate a strong operational rules, but also need further study. With this problem, the author of the Xiantao City has put into operation of the three-funded enterprises conducted a survey and found that all levels of foreign-funded file management personnel in the file management work, there is not compatible with the “Interim Measures” Mental disorders, such as failure to remove barriers, will affect the implementation of the “Interim Measures,” and the management of the files of foreign-funded enterprises can not be well developed.
