据《检察日报》2003年8月6日报道,在陕西省兴平市政府门前,曾发生一起市政府门卫保安殴打上访老人,伤者躺在门卫室地上8小时无人过问的严重事件。陕西省咸阳市纪委、监察局就在此事件中有关人员处置不力问题发出通报,兴平市政府某副市长受到行政警告处分。可以说,这起发生在市政府大门口的殴打上访人员的严重事件,赤裸裸地张扬了某些人对老百姓正当上访的“傲慢与偏见”。
According to the “Prosecutor's Daily” reported on August 6, 2003, in front of the Xingping municipal government in Shaanxi Province, there were serious incidents in which a guerrilla guard of the municipal government beat up the elderly and left the ward in the guard room for eight hours without any intervention. Xianyang City Commission for Discipline Inspection and Supervision Bureau of Shaanxi Province issued a circular on the issue of improper disposal of personnel in this incident. A deputy mayor of Xingping City Government was subject to administrative warning. It can be said that this was a serious incident that took place in front of the municipal government and assaulted the petitioners. They starkly exposed the “arrogance and prejudice” certain people were making when they petitioned the people.
