习主席在十二届全国人大四次会议解放军代表团全体会议上的重要讲话,阐明了创新强军的重大战略思想,指明了创新驱动发展战略对国防和军队现代化建设的重大意义和基本要求。必须充分认清创新强军的重大意义,明确全面实施创新驱动发展战略是顺应世界军事发展趋势和实现我军建设新跨越的必然要求;坚持以重点突破带动和推进全面创新,下大气力抓好理论创新、科技创新、科学管理、人才集聚和实践创新,努力实现国防和军队建设更高的质量和效益;以务实举措推动创新驱动战略在军队落地见效。
