0 INTRODUCTION The International Convention for the Management of Ballast Water and Sediments of International Vessels (hereinafter referred to as “Ballast Water Convention”) was adopted by the International Maritime Organization (IMO) in 2004 at the International Conference on Ballast Water Management, in which the Convention The entry into force provision states that 30 countries, accounting for 35% of the world merchant tonnage, will enter into force 12 months after their ratification. Finland acceded to the Convention on September 8, 2016. The IMO announced a total of 52 ratifications of the Convention, accounting for 35.14% of the world’s total tonnage of merchant ships.
