近些年,反倾销已成为当代国际贸易中的主导性贸易壁垒。发达国家是反倾销摩擦的主要发起者,这些国家的反倾销运用手段有所不同,程度强弱各异,但没有明显的收敛趋势,这表明他们没有放弃或从根本上减少使用反倾销的主观意图。国际上的反倾销对中国的出口贸易产生了很大的影响,甚至构成了严重威胁。就拿今年欧盟对中国鞋实施反倾销这一事件来说,自今年4月欧盟下令对进口自中国和越南的皮鞋征收临时性关税后,中国皮鞋对欧盟出口额逐月下降。据商务部外贸司提供的数据显示,今年6、7两个月,中国皮鞋对欧盟出口与去年同期相比分别下降了3%和4.9%。今年前8个月,中国皮鞋对欧盟出口仅增长19.2%,增幅明显下降。今年10月7日,欧盟通过的对中国和越南产皮鞋的正式反倾销方案一出台,立刻在国内鞋业引起轩然大波,这其中有对反倾销税率确定的质疑、有对欧盟对华鞋业不公平的愤慨、也有对自身企业外贸发展的担忧。回顾案件的始末,可以得到不少的启示,一些经验值得保留,一些教训更值得反思。所以,我们有必要拨开迷雾,重现真实。

In the first eight months of this year, China’s exports of leather shoes to the EU only increased by 19.2%, an obvious drop.
