在世人印象中,日本是一个比较安全的国家。但这仅仅只是外部感觉而已。实际上,日本不仅自然灾害多发,而且也是犯罪行为不时发生的国度。根据日本有关方面的统计分析,在长期经济低迷状态下,犯罪行为呈现持续增长态势。罪犯把魔爪伸向社会各个角落,连幼儿园也不能幸免。以2004年数据为例,得到确认的犯罪案件有279万多起,其中在学校发生的犯罪案件就达46723件,其中发生在幼儿园的犯罪行为也达22起。若考虑日本国土面积仅是中国1/27左右,人口仅是中国的1/10左右,显而易见其犯罪率还是比较高的,安全问题也是比较严峻的。
In the world, Japan is a safer country. But this is just an external feeling. In fact, Japan not only has multiple natural disasters, but also is a country where crimes occur from time to time. According to the statistical analysis of the Japanese authorities, the criminal behavior shows a continuous growth trend in the long-term economic downturn. Criminals extend their clutches to every corner of society, even kindergartens. Take 2004 data as an example. There were over 2.79 million confirmed criminal cases, of which 46,723 were criminal cases in schools, including 22 in kindergartens. If we consider that Japan’s land area is only about 1/27 of that of China and its population is only about 1/10 of that of China, it is obvious that its crime rate is still relatively high, and the security issue is quite serious.
