警务督察工作担负着保障公安机关及人民警察履行职责、行使职权的任务。作者结合山东公安工作,认为,用科学发展观统领督察工作,就是要把科学发展观作为督察工作的灵魂和指南,把建设“平安山东”作为督察工作的根本目的,把促进“山东公安精神”的落实作为督察工作的重要内容,不断加强和创新督察工作机制,积极推动公安工作和队伍正规化建设的进程,以确保优良警风的形成、民警素质的提高、执法行为的规范和执法为民思想的实现。
