为了贯彻落实国家“开发与节约并重,近期把节约放在优先地位”的能源方针,进一步推动降损节电工作,使之规范化、标准化,现就如何搞好节电先进县考评验收工作谈谈个人意见,供讨论。 一、关于组织管理 （一）节电组织人员应落实,包括: 1、县（市、区）有节电领导机构; 2、乡（镇）及大用户有节电管理组织; 3、供电局（区）有线损领导小组,配备节电专职（责）人; 4、供电站（所）及大用户设节电兼职（责）人。 （二）应有健全的节电制度（标准）,主要应具备: 1、《节电工作标准》; 2、《社会节电管理办法》; 3、《企业节电标准》; 4、《节电统计、考核、奖惩制
